Bokeo advised to develop special economic zone (KPL, 31 Jan 2014) Deputy Prime Minister Somsavat Lengsavad urged Bokeo authorities to continue development of the Golden Triangle Special Economic Zone in an effort to attract more overseas investors. The statement was made by Deputy Prime Minister Somsavat early this week to ensure the development of Golden Triangle Special Economic Zone following the Party and government’s policy. Deputy Prime Minister Somsavat and his delegation were briefed that investment in construction of industrial factories and tourism in the Golden Triangle Special Economic Zone were considered at a high level compared to other sectors. The DPM also highlighted the results of government investment projects in construction of infrastructure, especially a new airport to attract investors from within Laos and overseas, aimed at creating jobs for local people and eradicating poverty. Mr Somsavat requested leading provincial authorities further accompany local people in implementing works so as to bring prosperity for the people and develop the Golden Triangle Special Economic Zone. During the same trip, Deputy Prime Minister Somsavat and his delegation also attended in the 14th Annual Dok Ngiew Festival.

Report in Los Angeles Times: "In Laos' economic zone, a casino and illicit trade beckon in 'lawless playground' Kings Romans is the centerpiece of the Golden Triangle Special Economic Zone, a 39­square­mile private concession in northwestern Laos, an impoverished communist country of 6.7 million between Thailand and Vietnam. As the name suggests, it is within the Golden Triangle, the area where Thailand, Laos and Myanmar meet and which is known for opium cultivation and drug smuggling. In 2007, the Laotian government gave the Hong Kong­based company Kings Romans Group a 99­year land lease, and Kings Romans, in return, promised to turn the area around. In a 15­minute promotional video uploaded to Chinese video­sharing websites in 2013, the company boasted of a forthcoming "integrated trade and tourism zone" replete with luxury resorts, spas, a golf course, a yacht club and helicopter tours. Yet critics say the zone has instead become a mecca of gambling, prostitution and illicit trade, raising questions about the spillover effects of China's growing economic clout beyond its borders. The terms of the lease remain unclear."
How did community react
Communities lost productive land and access to riverside marketing opportunities. End of 2013, there were reports of villagers opposing police forces and land survey team who were surveying the land for the construction of an international airport.

Out of the 3000 employees, only 500 are Lao (source: South China morning post, 23 Jan 2011) Analyze of satelite images from 2008 and 2012 (google earth) show a major expansion of the neighboring villages, as well as the construction of a water treatment plant. However, it is not clear whether the local population benefits from the infrastructures.
